Dell diagnostics reports error code 3B00:0788 EEPROM "checksum failure. Expected 009Fh received 006Fh" after champagne was spilled on keyboard.
I have a Broadcom DOS diagnostic program to reprogram the EEPROM but I do not have the file "eeprom.bin" to load.

If you are getting a broadcom failure of the motherboard after a chapagne spill on the system, there is a good likelyhood that the controller chip for the motherboard is damaged.
If the system is POSTING and booting normally aside from the Network adapter, I'd try using a PCMCIA or USB NIC to replace the onboard NIC (Disable on-board in BIOS) If the system is manefesting other errors, then a replacement of the motherboard would be warranted

Your resolution will most likely be a replacement of the motherboard. You can try flashing the BIOS and see if that resolves, but from your details it appears there is a hardware failure of the motherboard. Generally, you can find a motherboard for this model on Ebay for around $100

This is a ..(LAST RESORT) fix...
remove the KEYBOARD, rinse THOROUGHLY under gaucet, while briskly wiping key surface with 2" paint brush... Shake dry. wrap keyboard in a BIG BEACH TOWEL, place it in SPIN DRYER, set for SPIN CYCLE (only), and.... let 'er go... Then AIR DRY it overnite, reinstall.
