Assuming this is a "phone modem"..
Simple, throw the modem in the trash and get a high speed connection (DSL, Cable, Wireless, or Satellite if you have too) .
In that order, although Cable usually has more bandwidth (download faster), but IMHO you tend to get better latency (best for Games) from DSL
Not trying to be sarcastic, I'm sure 99% of FixYa reads will agree this is the best solution.
But I know some places far from a major city/town, etc., a phone modem is the only choice.
Phone modems are a loaded issue.
How good your modem connection is is going to depend on your phone connection (is the wiring/lines old?), how good your ISP is (what kind of modems they use at the other end, and how they maintain them).
You should contact your ISP to find out.
One issue is determined where you live.
If you are in the USA then 56k is the standard, but you can only connect at slightly less (around 54k max).
You modem must be rated for that.
I.E. If your phone modem is rated for 28k then you will only be able to connect at 28k max.
Also you should go to your ISP website to get your local access numbers that fit your area code and prefix.
Then just to be on the safe side, call your phone operator (dial '0') and go over this list to make 100% sure these access numbers are local.
If you end up accidentally using any number that is not local (even one of those "zone" numbers) you can end up with a $500 phone bill.
Now armed with your list of local access numbers, experiment by setting your modem to use a different one each time you connect.
Try to connect a few times each to see how good it gets.
It is likely you will connect at a faster speed at one number then another.
