suggest you get yourself a USB hard drive, bigger than the size of all your important files. if you have 20GB of important files, get a external usb drive of atleast 60 or more I don't know if they actually sell that small drives anymore just make sure you have enought room.
2. get the the windows installation cd
with the windows installation cd you can format the hard drive in the setup
3. while in the xp setup
after the format you can install the windows on the computer again right away.
you may need to get drivers for your computer ones the windows is installed again.
you will need to find the correct model from the bottom of your laptop, and the drivers are available on this page

IF it is HP PC than you can simply go ahead a reload the factory settings in the OS from the Recovery partition without the help of the CDs. Every HP pc have a separate partition where the image of the entire OS is loaded. you can simply go ahead and reload it from that partition. Just follow the following steps- 1. Turn off of the pc completely. 2. Disconnect all the external devices and the internet connection. 3. As soon as you turn on the pc start tabbing the F11 key( for Windows Vista). 4. It will take you to the recovery manager and from there you can just follow the onscreen instructions.
Try running a Windows Repair by putting in a recovery cd you got with the laptop, if not simply reformat and reload windows.

Ok I take it you still have an internet connection, If you do open your device manager and you should see some yellow question marks by some devices, Now select the ones with the marks by them and make sure you are on line and right click and select update drivers, that should get you up and running if it does not write back here and tell me what is missing and I will find them and get them to you, But I am pretty confident that doing the update it should reload and find what you need...
