I have over 10 years experience in electronic tech support.
I know this isn't what you want to hear, but the problem you've described can't be fixed with troubleshooting. Your TV will have to be repaired. There is a part that has developed a defect and needs to be replaced. The question will be, is the part still available? Before paying a TV repair person $75+ to diagnose the problem, ask yourself if you're willing to pay $250 minimum to fix this particular set. Also keep in mind that most TVs that old have a very limited number of replacement parts still available. Normally it will cost at least $75 to have the set looked at by a repair shop (diagnostics). If the part needed to complete the repair isn't available, you won't get that money back.
I hope I've provided you useful assistance and that this information allows you to make an informed decision as to how to proceed from here.
Please let me know if I can be of further assistance.

I may be able to fix it for you
I believe the problem is in the same board that causing the strobing screen problem.
Cost is 150 to repair the problem board if it isfixable. No charge if not fixable.
You will have to pay round trip shipping for the monitor and power supply to Pennsylvania.
