Re: can't get toshiba vcr to work with toshiba TTP-61H95...
Please make sure the cable from ur vcr is attach at V-OUT...and cable from vcr that attach to dvd is V-IN...to make sure vcr is displayed at your tv, unplugged cable from vcr-to-dvd to from vcr(V-OUT)-to-tv(V-IN)...

Select AV-1 or some thing in TV and plug DVD recorder Video-Audio output in AV-1 input of TV, playback any DVD and confirm its picture and sound in TV. Press Stop button of DVD recorder to stop playback. Now plug Video-Audio output of VCR in DVD recorder input and select AV Input in DVD recorder, insert VHS tape in VCR and playback it and confirm you get VHS picture and sound in TV via DVD recorder. Hookup between TV, DVD recorder and VCR is completed. Playback VHS tape in VCR, Insert blank DVD disc in DVD recorder and press Record while you see VHS tape picture in TV. Hope this info will help you.
The code of panasonic vcr on your toshiba tv are : 14 or 51 and or 59.
Try one by one the code above until the vcr work on your TV.
How to do?
1. Press the code button
2. Press the 2 digits code
I strongly doubt it's the lamp assy since you can actually see the blue screen. If the lamp failed, you would not see anything on the screen. This blue screen indicates to me that either the tuner is no longer decoding the signal, in improper input has been selected (ie: input 1 is selected while actual signal is on composite 1), or something of that nature. If you are getting audio then the input is selected properly but the video decoder has failed.
If your cable signal is going through a VCR or DVD, disconnect it from there and go directly to the TV (ie: bypass the VCR/DVD). If your picture comes back, there's some kind of problem with your VCR/DVD player.
If you have multiple inputs, try connecting an input signal to another input (ie: video 1, or aux from a dvd player) and see if you get a picture there. If you do get a picture, the whatever input you're currently using has malfunctioned.
