Hi, I know its a few days later than I wanted to respond, but now I am. I try your method, but I went back to the formula I mentioned in my problem, and I had missed one whole step. So I started over and followed the formula exactly, (which was to remove the battery completely from the handset). I skipped over that completely the first couple of times, but when I did it, it worked like a charm. But thank you, because it was the "buy a new battery" suggestion that gave me the idea to try my formula again.

I bought an extra handset to add to my ATT TL86109 base. I need to deregister the hand set. It just says "out of range or no power at base" need instructions for deregistering.

The extra handset for the TL86109 is the TL86009. Make sure that the base has power and is connected to a working phone (land) line. To deregister all handsets, press and hold the Flash (on the left below the volume buttons) on the base for about 4 seconds. You'll see "Deregister all handsets?". Release the Flash button. Press the Yes soft key (below the LCD screen). You should see the base LCD screen read "Please wait". The registered handsets should read "Out of range or no power at base" until the deregistration is complete. Then you should see the message "Press Hold on base for 4 seconds and then press # on the handset" on all the handsets. The instructions are on pages 11/12 (page 15/16 of the PDF) of the handset manual. DS6321 out of range, no power at base

This sounds like a registration problem, the handset(s)
and the base have lost identification with each other.

I. To address this, first de-register the handset(s) ---
do this procedure for each handset:

0. Start by taking off the battery compartment cover....

1. press [menu]
2. scroll up/down to "Settings"
3. enter * 7 8 9 0 #
4. scroll down to "next page", press [select]
5. scroll down to "Register Clear?", press [select]
6. display asks "Confirm?" or "Register Clear??", press [select]
7. display reads "Ok" and chirps, press [ off ]

8. UNPLUG THE HANDSET BATTERY (why the cover was off)

9. Wait ~30 seconds, re-connect the battery & replace the cover

10. display reads "Not Registered" ===============================

II. To register the handset to the base:

1. press [Find Handset] on the base and hold for
~4 sec until the "In Use" lamp lights.
2. press # on the handset and set the handset into
the handset cradle on the base
3. within 30 seconds or so, the handset will either
chirp and display "Handset Registered", then
"Handset #1" or it will say "Registration Failed".

NOTE: the battery must be well charged prior to the
registration process, a weak battery may cause a
"Registration Failed". Charge the battery for a few
hours and try the registration ( II ) again.

NOTE: the base can only handle 5 handsets and will
increment the number of each handset registered
until "Handset #5" has appeared, even if some of
the handsets are lost/not in use. Trying to register
more than 5 handsets will result in "Registration Failed."
===============================

III. To clear the base of all handset registrations and
be able to start registering again at Handset #1:

1. press [Find Handset] on the base and hold past ~4 sec when the "In Use" lamp lights, at
about 10 secs the "In Use" lamp will begin to
blink.
2. release the [Find Handset] button momentarily,
then briefly press it again. After a moment,
all handsets that were registered to the base
(if any) will display "Not Registered" and be
ready for fresh registration
3. for multiple handsets, return to II. above and
register each handset in turn.

MY PHONE IS ON ITS BASE , BUT IT'S READING OUT OF RANGE. I CAN'T GET A DIAL TONE. HOW CAN I SOLVE THIS?

Sounds like the battery in the handset is bad. Would also check manual to see if handset has to be registered to base unit, the symptom would fit if the handset has lost its registration to the base unit.

Phone message reads

If you are not too far away-not "out of range" then try rehoming/pairing the handset with the base unit. You probably need the phones together to do this. Your manual will explain how-it will have been done in the original setup.

Disconnected power and phone line, reassembled and then had a dial tone.

Phone keeps showing out of range

If your handset is reading out of range. Check the the main base and make sure you unit has power. This can be done by placing the handset in the main base to see if the charge in use light comes on.
If your main base isn't getting power please make sure the ac adapter is plugged in and is warm to the touch. If not the ac adapter would be damaged.
Follow the below steps with the handset to solve your problem.
Press and hold the End key down and hold it.
Press and hold the # key down and hold it.
While pressing each of these keys down in order wait until the handset reads deregistration complete is seen.
Then release the keys and place the handset on the main base to register the handset.

Handset has message Out of Range even though it is fully charged on on the handset.

The handsets are reading out of range because they have lost connection with the base. This happens mostly during peak power demands or power outages, but can also happen when the phone is unplugged for any amount of time. This can also cause, at times, the answering machine to stop picking up calls. To remedy this issue, reset the phone system. Please follow the instructions below:
To reset the phone:
1. Disconnect the power adapter, phone line, and remove all batteries from the base and all handsets. Leave it disconnected for 30 seconds to reset the base.
2. Place the batteries in the handsets first and then plug in the power adapter and phone line. Do not place the batteries back in the base yet.
3. Put the handset in the charge cradle.
4. It may take up to 1 minute for the "Out of Range" to clear from the display.
5. Once the "Out of Range" is cleared from the handset place the back up batteries back into the base.
