SOURCE: My washer did fill, but
If it can't drain, it won't spin. There may be something preventing the pump from draining in the Pump filter. You will need to clean it.
Please follow my below Tip on how to do it:
ACCESS, DRAIN & CLEAN THE DRAIN PUMP FILTER

Possible fault with the program controller unit. You need to check the program cycle outputs using a multimeter connected to measure the output voltage. On start the inlet should open and then close as the water level sensors works and then proceed to wash. So this much seems OK. Now in the next step the drain valve must open to drain off, then fill once again with the inlet working and water level being sensed. If there is no output in this section cycle then the prrogram controller has errors within the memory . You can remove the panel and reset all connectors and connections.

First thing you have to do is unplug the machine and get the water out. (The second part is optional but if you don't you'll have a big mess on your hands). Next you will need to remove the front of the washer by pushing the two clips in, one located on the left and the other on the right, between the front and the top of the washer, while pulling forward on the front a little . Once you have that done I would disconnect the wires from the pump, then the drain lines see if there is anything inside binding it up. If so, remove the object, reconnect everything but dont put the front on that way you can see whats happening. Plug the machine back in, turn it on and put some water in it and then move the cycle to spin/drain and see if it works. If it does your done, if it doesn't your pump is bad, and that part number is WH23X10013. You can buy this from apdepot.com or repairclinic.com

Tips for a great answer:

Hello Amy Taylor - If both the drive motor and speed control board has been replaced, then I strongly suggest contacting a professional to move forward accurately. The washer could be experiencing a wiring failure or communication error with the board, which would need further diagnosing.
