Go to BIOS and have the cdrom as first boot device.
look at screen, you may have to hit a key to start boot from cd.

SOURCE: CD rom can't read CD XP
TAKE THE CD-ROM DRIVE OUT AND REBOOT THE SYSTEM. WHEN THE SYSTEM ARRIVES AT THE GUI SCREEN, GO TO SETTINGS FROM THE START MENU, MAKE SURE THAT IT HAS BEEN REMOVED FROM THE SYSTEM DEVICE MANAGER OR AT LEASE DISABLED. REBOOT SYSTEM AGAIN. CHECK MY COMPUTER ICON TO SEE IF IT IS MISSING. IF IT IS GOOD. NEXT PHYSICALLY REINSTALL THE DEVICE AS THOUGH IT IS A NEW DEVICE. REBOOT THE SYSTEM LET THE OPERATING SYSTEM DETECT THE DEVICE AND INSTALL THE SOFTWARE FOR IT. GO BACK TO MY COMPUTER AND SEE IF IT IS BACK IN THE CONFIGURATION. IF IT IS GOOD. OPEN CD ROM DRIVE PLACE THE DISK YOU ARE TRYING TO READ AND SEE IF IT DOES. IF IT DOES GOOD IF IT DOESN'T THEN YOU CD ROM IS BAD AND YOU NEED TO REPLACE IT.

I know you can't boot from the Windows 98 CD, and probably not from Windows 2000 either. It is possible to turn the the Windows 98 bootable floppy into a bootable CD, but I think you would be much better of trying to install Linux.

It is not clear what you mean by restore here... do you want to salvage you r personal data on laptop or just want to restore the OS... which you said you have installed XP.
the copied recovery disc may not be booting for various reasons...
1.not set to boot fromcd drive in bios settings.
2. cd copy was not cd to cd copy or it was not made bootable. maybe you just copied the data of the friends recovery disc.
