AFTER THE MAN REPLACED CARB. HE WAS ABLE TO MOW IN A HAY FIELD SEEMINGLY WITHOUT ANY PROBLEM. WHEN I PICKED IT UP 3 DAYS LATER, TOOK A LONG TIME TO START. MISSING AND BACKFIRING AND SPUTTERING. WILL NOT IDLE AT A LOW SPEED.

This is not unusual at idle; there is a governor to limit maximum RPMs and this device isn't worth beans at an idle.
You may be able to carefully adjust the idle adjustment (see your manual or B&S website) to achieve a somewhat more even idle speed.

Try draining the carb and gas tank into a small plastic bowl and look for water in the fuel. I you have a diaphragm type carb it might just need a new diaphragm and spring.
Did the stumble start right after refueling? If so then your gas can may be carrying some water too. It happens. I have seen gas can with INCHES of water in the bottom! True story. I went to a customers house after she had both her walk behind and rider stop running. She said both were fine until she refueled and then...no start. I looked at her gas can and it was terrible!
If you are trying to clear the main jet you need to get inside the carb and clean from the fuel inlet side. Bowl carbs usually have removeable jets that you can look through.

I WOULD GO THRU THE CARB, CLEANING, AND REPLACE NEEDLE, SEAT, FLOAT, AND ANY GASKETS. A REBUILD KIT FOR MOST BRIGGS AND STRATTON RUNS $10 TO $20 DOLLARS.
** USE A LOT OF SPRAY CARB CLEANER ON ORIFICES AND JETS

FIXED! - 5 minute repair! I had rough idle and sometimes black smoke occasionally coming out exhaust. I discovered the Carburettor Diaphragm had moved out of place.
To repair it, I removed fuel tank (2 bolts), and had access to 5 screws that hold the carburettor to the fuel tank. I removed those, which then allow you to see the condition of your diaphragm and gasket. I also cleaned a little dirt from float bay(?) and petrol line screen. I could see the diaphragm had move away (very slightly) from the edge, not allowing for an airtight seal. I adjusted and now all is back to perfect running order. Hope this helps.
