My 1998 ford f-150 paint is peeling off ,I heard because there was not the right primer used to keep paint to stick and not enough paint layers.

Yes there was a couple of manufacturers who had that problem over the years, I've heard everything from wrong primer, different coating on bare metal before priming, to improper prepping of bare metal before primer, but either way, a good body shop will know how to deal with it. There was some of the manufacturers that were giving warranty on these for first owners, and some even covered second owners, but my guess is that your out of that range for one reason or another if not time itself. if your going to re-do the tailgate yourself, do your best to take it down to bare metal and prep it properly before you re-finish it.
Our firm supplied Ford the paint durability technology that was used at the Ford Kansas City facility that manufactured the Mazda Tribute. Essentially all Tributes during that time period were paint below Ford's minimum paint thickness specifications taht was used for quality control This information on the 2003 Mazda Tribute may be found in the book that we published on page 47.
