There are three possible reasons why it's acting like that.
1. Defective AC Adapter or Power cord
2. Defective Motherboard
3. Defective Battery
First off, you need to isolate the part which causing the issue. Please follow the following steps:
1. Remove the battery and use the power cord alone in powering up your computer. If it goes well, then you need to replace the battery. If no go, then try using a different known good outlet.
2. Check the AC Adapter (the box) if there's a light lit. If it's green, then it's should be working fine. If it's amber or nothing at all, then there's a problem with it. You might need to replace that.
3. If the AC ADapter looks good, then try to wiggle the cord so that you can check if the cord is properly connected to the computer. Usually, cords get loose and it causes problems. If it has this
kind of problem, then you need to get a technician to check that for you because you might need to buy a new motherboard for that.

There is a solution on these Dell Models.
Go to Start>RUN and type in MS Config
Go to the startup tab and uncheck the PCMServices.exe
Restart the computer, and it should fix it.

Motherboard is bad that's why the ac adapter light will turn off ,possible short ciruit on the board. you need to have a replacement for it. Call dell tech support for repair.

There might be a possibility that the battery is not making good contact with the laptop's charging circuitry. To eliminate this possibility as a root cause of the battery not charging, turn off and unplug the laptop, take the battery off the laptop, and using a dry tooth brush, scrub in between the fins of the battery connector on the motherboard & on the battery it self. When done, put the battery back into the laptop, plug it, and turn it on.

Follow the steps below to reset/remove the bios password.
Now under the memory module, you will find a blue plastic sleeve connected to the mainboard with a single wire. Disconnect the wire and wait about 30 seconds - 1 minute before reconnecting it. Replace memory module and put back the cover and screw it.
Replace the battery and reconnect the power cord.
Turn on the laptop and you will not be prompted for a password.
If you would like to put another BIOS password, restart the computer and enter the BIOS setup and there you will be able to define a new password.
