Bissell powersteamer model 1693 not sucking up water

My bissell powersteamer model 1693 is not sucking up water from carpet. Hand held seems to have good suction. Everything was taken apart and cleaned, still not working.

I have the bissel power steamer / powerbrush # on front at bottom 310-3150 bought in october used it 2 times 3rd time it started acting up as follows
cleaned all parts. the spin dial wont spin. the switches on both steamer and hand wand won't spray. Sometimes works then stops. Water comes out the bottom when sitting. All parts look fine no damages.

Ck. the plastic flapper under the Floor Nozzle Window and make sure it is completely closed when the Floor Cleaning/Tools Preheat Dial is in the Floor Cleaning setting. If this flapper is open or partially open, the suction vacuum will draw from the hand tool and not the floor.

Put the handle all the way down to the floor, and closely inspect the pickup hoses now visible at the hinge. These models have a design flaw in the corregated pickup tube. One is for the floor, and one is for the wand. Chances are the floor tube has a big slice in it.
You can order the part online, however disassembly is tough! The tube is about $35.00
Good Luck!

Why does it have no suction?

The Bissell carpet cleaners and deep clean machines are a fantastic machine however they are prone to a couple of significant problems I find myself rebuilding a lot of these especially the 9200 series usually the biggest problem is they don't spray. in your case however I would think that you probably may have a blockage in the clean air duct for starters put the handle in the lower position to see if you have suction on the top of the machine also if you have an attachment for upholstery see if you're getting suction at the hose. Also check the red gaskets on both the cleaner tank and on the water tank to make sure that they are seated properly and they're not stuck in the machine they have to be attached to the tanks themselves. If everything seems to be ok then unfortunately it needs to be taken apart and the vacuum motor housing may have shifted or cracked o and therefore you're not getting the vacuum through the machine that you need to suck up the water. Good luck.

Can't get my bissel steam cleaner to sucktion

Check on board switch for tools only or vacuum, is switched to vacuum, as majority of vacuum suction power is diverted to hose/ hand held devices. See if vacuum hose has suction as well? The unit may be clogged with carpet fibresas well and the unit may have to be taken apart and cleaned thoroughly.

There is a oblong black seal that sits where the tank lip and the clear noozle window come together, is it there. Also make sure the filter in the tank lid is clean.

There is a black ovule shaped gasket that sits between the top of the window nooze and the edge of the tank. If it is missing, then you lose suction at that point. Also is the filter on the end of the tank that sits over the square outlet clean?

Won't extract water from carpet.

Seems the 1950W is now obsolete, cna't even bring up a drawing of it. Usually when the vac. motor is running, then there has to be suction. But if a seal or gaske is missing, then the suction will be lost. So you might check the dirty water tank to make sure there isn't a part missing or out of place. Check this out, it is for a 1950-3:
