doesn't LC51M refer to Magenta(red) not Cyan(blue). on my J435W the colors goes as follows: BK Y C M LC71 Series cartridges. Maybe you have them switched around? just a thought.
I hope this will help you :)
* Green Power light flashes- The printer is receiving a print job, replacing an ink cartridge, charging ink, or cleaning the print head.
* RED paper light is On- If the CD/DVD try guide is open, close the CD/DVD tray guide, load paper, then press the paper button.
Your paper ran out or multiple sheets loaded at the same time . Load paper and press the paper butoon to resume printing.
* RED paper light flashes- Paper is jammed in the printer. Press the paper button to eject the jammed paper. If the light is still flashing , open the cover and remove all paper, including any jammed or torn pieces. Then reload paper and press the paper button to continue printing.
* RED Ink Light Flashes - One or more cartridges are low on ink. Check the message that appears on your screen to determine which cartridge is low, or follow the instructions in " Checking the Ink Supply". Make sure you have a replacement cartridge.
* RED Ink Light is ON- One or more cartridges are out of ink or not installed. If you have just installed a new cartridge, it may be incomaptible with the printer or incorrectly installed. Reinstall it or replace it with the correct cartridge
* RED Ink and RED paper lights flash alternately- The CD/DVD tray guide was left open when you turned on the printer or when printing on paper. Just simply close it/
* Green Power Light is Off; RED paperand RED Ink Lights flashing- Paper may be blocking movement of the print head. Turn off the printer, then open the cover and remove any jammed paper or other foreign objects. Turn the printer back on again. Or it may have an internal error. Turn off the printer, wait a few seconds, then turn it on again.
Try holding the stop/reset button down for about 10-15 seconds, its the button with the red triangle on it.
After refilling canon cartridges the printer still thinks that it is empty, the above method simply dis-ables the ink levels and continues the print.
I hope this helps, if so please rate my response

Make sure you are using the correct cartridges for your printer and that they are inserted in the correct cartridge slots (14 black in the left carrier and 15 color in the right carrier). If error continues, try to insert different known working cartridges to determine if the other is faulty.
If the red light is on constantly you may need to change another cartridge or reseat the new cartridge. Also try wiping the chip on the cartridge with a dry cloth.
I was having the same problem and just posted it, went back to my printer, put the old cartriage back in and printed, I am taking the refilled cartriage back to walgreens where I had it filled and buying a new/hp cartriage to install.
I realised that I had to replace both the ink cartridges even though I only wanted to replace the black for it to work. Once I replaced both the black and colour cartridge the red light went off. Thanks
Which of the two red lights is on? If it's the red paper light, it simply thinks it's out of paper. Make sure your stack of paper is properly seated in the Automatic Sheet Feeder. If it is the red ink light, it means that during a print task (printing, head cleaning, ink charging), an empty cartridge was detected. Go through the cartridge replacement procedure as described in your User Manual. If you don't have one, see:
A further request - you refer to the FOUR new cartridges; the C60 has only two cartridges - are we talking about the right printer?
