Sorry to tell you if changing battery has not solved then there might be a problem with the cells antenna.
The only solution left is to get it checked at a service center.
Ask your dealer about where you can get it checked.

download and install NSS (Nemesis service suite) here is the link.
1. click the manifying icon on the top right
2. click PHONE INFO
3. click SCAN (it should be in the middle)
4. and then in the power box. you will see 3 option (local, test, normal)
5. check NORMAL and click on change
6. now your phone turn on by itself..

Here’s how to hard reset or format your Nokia mobile phone:
1) Switch off your phone
2) Press and hold these 3 keys together:
-green dial key
-the star key(*)
-the number 3 key (Ugh, I wish I had three hands…!!)
3) Power on the phone
Warning: Do not release the keys until you see a formatting screen and even after the phone has started. Wait until the initial sound starts to play and the hand animation is displayed.

What do you exactly want to format? If you mean the whole operating system, you have to do it using a specific software and hardware like UFS box or Jaf Box (and will cost you more than or nearly the twice of your handset).
If you wish to do it that way, you have to visit a Nokia Service Center or a Mobile repairing shop. They'll do it for you with a small fee.
If you mean formatting your phone's memory, then let me know with more details.
