Cob webs and dust is on the inside of the tv screen and i wanna rempve and clean. how does the screen come off?
You can remove the screen but there is a easier way, from rear with cover removed use a swiffer cleaner to get at the webs etc. Gently.

Possibly bad electrolytics. Generic answer but you didn't give a complete model number.

1.) It sounds like you have a convergence problem; in the customer menu with the original Toshiba remote select convergence--if blue or red will NOT move in some direction you have a bad convergence IC.
2.) This set uses 2 STK-392-110 convergence chips; they and any open resistors around them need to be replaced and the set adjusted.
3.) If you are able to do this repair yourself you can save a lot of money--Most TV shops will charge 300-400 for this type of repair on this set.
4.) If you cannot do the repair yourself look in your area--now is the slow time of year for TV repair shops---if they say it "has to go to shop" keep looking----almost any good tech can do this repair in your home in about an hour--I have done hundreds of them here and charge 200-250 total depending on brand and model.
