As you can see on page 7 of the manual, your unit does not have a loudness function.

I bought an alpine cdm 9823 cd player used and am looking for an install kit with at least the cage and the plug

Try Ebay, if you put that model number and the word harness, or cage in the search engine, you should find plenty of them for sale there, and it will be much cheaper than getting them from Alpine.

Hi, I got this from my CDM 9832 owners manual.
Setting Time
1 In the Clock priority mode, press and hold the
DISP button for at least 3 seconds while the
time is displayed. The time indication will blink.
2 Turn the Rotary encoder to adjust the hours
while the time indication is blinking.
3 When the hour has been adjusted, press the
Rotary encoder.
4 Turn the Rotary encoder to adjust the minutes
while the time indication is blinking. The time is
automatically set 5 seconds after the minute
adjustment. The time can also be manually set by
pressing the Rotary encoder.

Connect alpine 7874 to alpine powered sub

You need to run the RCA cables from the head unit to the sub for the audio signal, and possibly a turn on wire (the blue one on the back of the head unit), unless the sub has an automatic power feature.

The sub also needs power and ground wires attached, but those do not connect to the head unit. Power should be run directly from the battery with an inline fuse, and ground should go to the nearest good ground point (Trunk latch, seat bolt, etc).
