I'm assuming you own a TT.. in which case, yes.. the CLA should have a fuse. I wouldn't recommend replacing the fuse yourself in case you get the amps wrong and burn out your TT. check that the green light on the CLA comes on.. if not, then you probably don't have the CLA in right. Otherwise, you can purchase a replacement TomTom CLA online somewhere.

The fuses on vehicle power cables are located inside the plug end that goes into the vehicle power port (cigar lighter port). The end of the plug will have the positive contact and a cap which is unscrewed to access the fuse.
It's probably the fuse in the charger that's blown. The fuse is in the plug that goes into the cigarette lighter socket. At the end of the plug there's a ring, usually silver coloured but sometimes black, which you unscrew to get at the fuse. When you unscrew it the plug comes apart. Be careful not to lose the silver tip at the end of the plug which may fall out. You can get a replacement fuse at any shop that sells garmin satnavs or at any car accessory shop.

Before changing the fuse make sure your cigarette lighter socket is working by testing it with the cigarettel lighter or some other accessory.
There's a fuse in the plug that goes into the cigarette lighter socket. To get at it unscrew the ring at the end beside the silver tip. When you take the ring off, being careful not to lose the silver tip, the plug comes apart. Take out the fuse and take it to any car electrical suppliers shop and they will give you a replacement for it.
I assume you have checked the cigarette lighter to be sure it's working. The most likely problem is the fuse in the power cord/charger. The plug which goes into the cigarette lighter socket has a ring at the end of it. Unscrew the ring, taking care not to lose any small parts, and it comes apart. Replace the fuse and it should be ok.
Check that the cigarette lighter socket is working. If not it may be a fuse blown in the fuse-board.
In the charger plug, that goes into the cigarette lighter there is a fuse which may be blown. At the tip of the plug you'll see a ring. On most chargers it's silver but some are black. If there's power going to the charger and this fuse is replaced your problem should be solved.
You need to check the fuse for both the car's cigar lighter AND the one in the GPS power plug (that goes into the cigar lighter outlet). Both must be good for the GPS to charge and power up.
I don't know if your friends cord worked in you car - or hers - so you're going to have to find out if it is the cord fuse or the car fuse. Since her cord worked on your GPS, start by using HER CORD connected to YOUR GPS in both cars. If it works in her car, but not in yours, check & replace your car's cigar lighter fuse. If or when it works in both cars, disconnect her cable and connect your cable to your GPS again. Connect into your cigar lighter. If it works, you're done. If it doesn't work, disassemble the plug at the end of the GPS cord (cigar lighter end) and check and replace the fuse if blown. You should be good to go at this point.

Does the car charger cord have a fuse in it at the point where it plugs into the lighter port, a lot of car chargers have a fuse, I can't tell if your end, the part that goes inside the lighter port has a cap that you unscrew to replace the fuse, and garmin does not show it.
If the car is running, and it does not work, there is something wrong with the car adapter, or the unit at the plug, the battery should not have anything to do with it.
If the battery starts the car the battery is fine.
It sounds like a dead battery?
When it is plugged into the car, you should see a charging symbol, or it will say charging if the screen is off.
Are you sure it is getting power from the car? Check the fuse for the lighter socket, also the power cord has a fuse in the end that goes into the cigarette lighter socket, if you twist the end of the adapter it should open and expose a fuse.
Check these fuses to be sure.
