It is most certainly a driver, but if you cant access the safe mode also that could be a hardware issue.. Try to troubleshoot with a windows installation cd. Put it in and boot the pc. It will start the windows instalation, you choose repair computer and not install windows. The command prompt will open, try to troubleshoot from there.. Thanks!
Sounds like a virus. Remove the drive from the laptop and connect it to another computer using a USB cable. These cables can be purchased for around $20 from tigerdirect.com or compusa.com. After it is connected, scan the drive for viruses using your desktop antivirus program. If you do not have an antivirus program, I recommend that you download Microsoft Security Essentials for free from Microsoft's download site. http://www.microsoft.com/Security_Essentials/
Use the Startup Repair option in the Windows Recovery
Put the Windows Vista installation disc in the disc drive, and then
start the computer. Press a key when you are prompted.
Follow the procedure Click Repair your computer. then follow the other procedure.. In the System Recovery Options dialog box, click Startup Repair. Restart the computer.
I reckon you can still start the computer. Try to go back to a System Restore point that had the computer functioning well.
