The top shelve of kenmore refrigerator stay too cold

the top shelve stays too cold even when temp turn down to #2. I set a small dish with water in it on that shelve. the water was frozen within 2 hours. With the temp turned up to 3 the second shelve is the same way.

I think my problem seems better now that I"ve lowered the temp to almost off. Oh by the way, what made you think I have a side by side. What I do have ias a 10 year old single door kenmore.
