The driver is installed, recognized and working properly. The issue is the USB Flash device itself not being recognized.

I believe there is an issue with Transcend's V series, specifically the v10 series. So with that said, anyone with this issue, to be certain whether the device is recoverable or not, download & install the free version of 'Data Recovery Wizard v4.3.6'. If the USB device is seen by the wizard then it should be recoverable. If not, then you know which brand to avoid, namely Transcend. You won't be able to recover completely with the free trial version so it's up to you whether you want to spend the money to upgrade to the Pro version. Does your data outweigh the cost? At this point I'd search for a similar totally free product and try to recover it for free but in my opinion 'Data Recovery Wizard Pro v4.3.6' is the best Flash recovery application on the market.

If getting the “USB Device not recognized” error, try this method. 

Download usbstor.inf and usbstor.pnf files and copy them to 

C:\ windows\inf folder.

(click yes to overwrite the files if windows asks)

Remove the Unknown device from the Device Manager - Other Devices. (Start -> Run then type devmgmt.msc  and press Enter)

Insert the USB drive and lo and behold! It should be recognized in a jify!

For all of you who are unable to make USB drives work or still are getting the “USB Device not recognized”, try this method.

Download usbstor.inf and usbstor.pnf files (links are below) and copy them to

C:\ windows\inf  folder.

(click yes to overwrite the files if windows asks)

Remove the Unknown device from the Device Manager - Other Devices.

Inserted the USB drive and lo and behold! It should be recognized in a jify!

Flash drive not detected, it means there is damage to hardware.

Damage to hardware, there are two types
1. Cracked solder.
Solution: Open flash drive casings, heat the tin solder.

2. Resistor (R) broken
Solution: Open flash drive casings, replace the resistor.

I formats the pen drive but due to the electricity cut off, format doesn't complete and pen drive doesn't recognize in computer

open control panel..go to system..device manager..usb is usually at the bottom..remove them all, and then scan for hardware changes..should do the trick..

USB DEVICES THE PROPER WAY ON INSTALLING USB DEVICES A. Enable usb ports on the BIOS. 1. Do not plug in your device right away. Install all drivers and software first! 2. Reboot 3. Plug the power or turn on your USB Device 4. Plug in the USB Port. 5. Windows Will detect the Device Automatically. Finish! Hope this helps.
