Press and hold "0" (zero) and turn on your computer. Before the startup beings, press "0" until you get windows loading. You will know if it was done correctly if you see a fat size arrow instead of your normal size one. Follow the step to reset your laptop. Hopefully that will solve your issue.

Windows 98 I have no usb support,I reformatted hard drive a while back on old toshiba sattalite laptop it went back to windows 95 then I istalled( upgrade to 98)

You are having a driver issue. Whenever you reinstall an OS or upgrade this is a recurring problem.

1.
open system properties / hardware / Device manager
2.
scan over your list and notice any highlighted entries
3.
Right click on a highlighted entry and select update driver, if it ask "can windows connect to the internet " select yes.
4.
after all updates are completed reboot your system.

5.
Enjoy

Please rate very helpful if this helps your problem. ^_^
feedback is appreciated.

Can not conect wifi or ethernet on my Toshiba after upgrade

Dear Mr. Frost.   Their are no VISTA drivers for your model listed on the Toshiba website. Their are four pages of Win Xp or 2000 If Toshiba didn't have them written no one else will either.     I would suggest that you downgrade back to  Win Xp.  Sorry. Your Toshiba model link below:  http://www.csd.toshiba.com/cgi-bin/tais/support/jsp/modelContent.jsp?ct=DL&os=&category=&moid=1484712&rpn=PSAA8U&modelFilter=+A65-S126&selCategory=3&selFamily=1073768663&selModel=1484712|PSAA8U
