Easy fix dont try to turn it on just put into a bowl of rice and cover it leave it in rice for 3days and try again this will soak up water and system should be dry enough to start back up just dont keep trying to tuen it on or you will fry the system leave it alone for 3-6days or untill fully dry and no water visible put in bowl screen down so water can run out of system

Well it must have been pouring hot outside and it must have gotten in to the head phone jack area which leaked in to your system and damaged it.. so you need a new one.. you get get a bundle for a good cheap price 80-90 bucks on criagslist
It's not so easy to erase PSP OS and if even you do it you wil brick your PSP(Your screen will be black when you will turn on it and only green light will flash few times.) I think you have bad memory stick or something like that. Because you are browsing memory stick and not PSP when you connect PSP to computer. Check if you have memory stick inside your PSP. Try to format memory stick in PSP. You can also try to restore PSP deafult settings. If you have Card Reader try to read and format card on computer. If nothing helps buy new memory stick.
well if its a 3000 ur out of luck, im sorry but you cant downgrade 3000, if you have a 2000 or below then you need a pandoras battry and only phat batterys can be pandorized and you need the necessary firmwares and custom firmwares,
