Well, it is always better to restore your hard drive if you got the CDs, don't waiste time on tools , that only lead to another problems.

F1 is probably the key to enter the Bios setup utility. Press and hold the F1 key immediately after you start the machine. Go to the boot priority section, and set your CD-Rom as first boot device. Press f10 to save the settings and reboot with your recovery disk installed

Then the problem must be a software related one. Something your adding to the system (knowingly or unknowingly) is causing this.
Install your recovery disks and immediately put on Avira Antivirus software.

Then update it from the web. ensure it checks all files on open and close. The point is i think you maybe installing something with a virus in it. better to check your system thoughout.

Unable To Detect Wireless Network
If the Packard Bell machine is unable to detect a wireless network, the computer itself or the network could be at fault.
Check that a wireless signal is being broadcast via another PC or device, and check that are wireless adapter is installed, complete with the latest drivers, which are available at the Packard Bell website.
Unreliable Wireless Network
If the wireless connection is unreliable, intermittent or very slow, it suggests a problem with the Wi-Fi broadcast.
Try positioning the computer closer to the router broadcasting the wireless signal, or use a signal booster to improve the range.
Download and install the latest driver updates from the Packard Bell website and through the Windows Update tool.
Unable To Connect To Wireless Network
If the computer can detect the network but is unable to connect to it, a network security key may be required. This should have been configured by the person who set up the network. Consult the documentation that came with your router for details of how to change it or generate a new key.
