if the dvd is the one that came with the Hp then u have to reload (format) the system. Or try to boot it through safe mode then disable the dvd rom in the device manager after restart the system that if u think the dvd rom is the problem.

Try reinstalling the original driver from HP.

Try to reinstall ur windows

scan your system for viruses if this doesn't solves the problem then try replacing the ram or check it using memory diagnostic tool
if every thing above is ok
==> reinstall operating system thats it

TRY TO USE ANOTHER RAM TO TESTING.. AND ALSO THE HDD CHANGE.. FOR TESTING FIRST IF WHERE THE EXACT CAUSE OF NOT BOOTNG ANG FREEZING... OR THE DVD ROOM REMOVE IT THEN START THE LAPTOP

That is a power failure, please try change the power supply..or test the voltage in the wall outlet if it rate 220 volts if not then power supply is the main causes. Sometimes the software's got conflict due to virus infections.

try to scan your computer with a potent antivirus maybe it help.
