First, I suggest that you flush your waterheater out, this is something that should be done yearly to get out sediment that can do damage and shorten its life. Second, it sounds like water hammer but it may be the water pressure, it could be too high. Do you have a water regulator anywhere near the heater. I am going to send you to a website that may help explain a few things and maybe from there you can resolve what is going on, it can be several things and at least this way you are learning.

The high piotched noise is not from the heater, it is because the lines ar partially obstructed.

The high pitched noise is not generated by the heater itself, but it is usually because the pipes are obstructed with lime or oxide.

Check that pressure looks fine on the heater indicator.

Is the whine coming from your faucet or the water line in the bathroom. I get this one my shower because I have a massage shower head if I don't pull the lift knob for the shower all the way up.

Getting really hot water to the kitchen but only tepid hot water into the bathroom and ensuite. Do not need to put on the cold tap at all in the bathrooms but you can't hold your hand under the tap in...

If some taps have really hot and others luke warm, then you might have defective mixing valve, check valve, or crossover on single handled faucet.
http://waterheatertimer.org/Crossover.html

Crossover can also cause stacking event. Stacking could be part of puzzle.
http://waterheatertimer.org/Stacking.html

Once crossover or check valve or mixing valve problem is solved, if you have really hot water to some taps, then turn down thermostat to avoid scalding.

Water leaking observed from the bottom of the tank. What's the problem? Should I replace the old 21V40-2 unit? if so, what kind of tank is ok to replace the present unit? What's the price and installation...

If water heater is leaking, then open following 2 links to avoid tank rupture and troubleshoot leak:
http://waterheatertimer.org/Emergency-steps-for-leaking-water-heater.html
http://waterheatertimer.org/Water-heater-is-leaking.html

Open following link if you want to install your own gas water heater:
http://waterheatertimer.org/How-to-install-gas-water-heater.html

To have gas water heater installed, can run $2-300 for installation plus cost of heater.
40 gallon natural gas water heater at Lowes starts at $300+, and tanks with longer warranty cost more and last longer.

If you maintain the tank: keep chemicals out of same room as water heater, attach bare copper ground wire between hot and cold pipes, flush tank each 6 months, clean burner each year as shown in manual, read the manual entirely for specific information about your model, and inspect/replace anode rod every 2-3 years then basic 6-year tank can last much longer.

I have a Rheem 40 gal. tank that is leaking water front the top where the vent stack is. It is pouring out. Can it be repaired?

A leaking water heater cannot be repaired, assuming it's the tank leaking and not nearby water pipe.
http://waterheatertimer.org/Water-heater-leaking.html

First thing is to protect your property from catastrophic tank failure where tank ruptures and water runs until it is shut off:
Tanks are under pressure when they are hot.
Close cold water shut-off located above tank.
Turn control knob to 'pilot' so pilot is lit but burner will not turn on.
Open hot side on tub for few moments to relieve tank pressure.

Now your property is safe.
You need a new water heater.
In mean time, gas water heater makes 41 gallons hot water per hour.
Shower used 5-9 gallons hot water.
Bath uses 10-15 gallons hot water.
You can turn on water heater for short stretches and limp by until you get a new heater.

I have a 40 gal Whirlpool single element 3500 mobile home hot water heater. I have replaced the element thermostat high pressure valve (because it was leaking) & flushed for sediment. In morning I wash...

A 40 gal. electric water heater will give you aprox. 32 gal. of hot water in one setting, since they do not reheat as quickly as gas. So if you are using a newer 1.5 or 2.0 gpm shower head. You could take a 16 minute shower with straight hot water. If you are running 2 new shower heads at once you could get 8 minutes. If you using the tub spout the times decrease. Some of my customers like to turn up the temerature on the thermostat a little so they can mix more cold and get it to last a little longer. Be very careful doing this.
If your water heater has a lot of calcium built up in it the times will decrease.
With out seeing the heater, you mention it is a mobile home heater so I am guessing that it is bottom fed.
I hope this has helped.

Turn the gas knob up. There's a dial on the front (probably red) and it will have settings on it. A B and C. Turn up to desired temp, but be careful of faucets if there are children in the house. Good luck

Low amount of hot water

You say a very new water heater. You won't get 40 gallons of hot water from a 40 gallon water heater because the continuing influx of cold water will cool your hot water down. However, it appears that your bottom water heater element needs replacing. If the top element is bad, you'll get no hot water. If your bottom element is bad, you'll get "some" hot water. Try replacing the bottom element. DON'T FORGET to turn off the electricity AND water first (closeby towels are also handy)!
