I think your Operating System (OS) software installed after
formatting does not have drivers for the wireless network card.
You did not provide any clues about the OS and the Network (Model/Brand) installed.

Inspiron 6000 did ship with Windows XP as the Default OS and Dell Wireless 1350, 1370, 1450,1390, 1490, and 1500 series Mini Card or Intel PRO Wireless 2200BG, 2915ABG Wireless LAN Mini Cards as options
First, check the
Original System Configuration to find out the built specification of the
Inspiron 6000.
Enter you system tag. Click on the
Original System Configuration Tab. Check the factory built specification and note the Wireless Card installed from the factory. If you have not changed or upgraded the Wireless Card, download and install the drivers from the list below.

I am almost sure you will need drivers for the
Chipset,
onboard network and video.
