Find some files that you'd like to upload. Open "My Computer" - on
most Windows systems, this is an icon on your desktop, or you can find
it in the Start menu. Browse to the folder where your files are located
and select one or more of them to begin the upload.
After you've selected the files, you should locate the link on the
sidebar of the "My Computer" screen that says "Publish the selected
items to the web" and click that to trigger the upload wizard.
Confirm the files that you want to upload. You can even add or remove files from this screen before going through the Wizard.

If I do not have a streaming application running my system (XP) will go into standby before even startup has completed. I have changed the Power saving option to "never" standby, but no luck. It seems to be a security issue but I cannot find any setting.
