When I try to turn it on, the red flash light keeps flashing and wont turn on. I've replaced the batteries, but still nothing...
Is the battery door maybe not closing tightly, causing the metal area that touches the tips of the batteries to not be in close enough contact with them? This happened with my camera due to a cracked battery door, and until I can afford to replace it, I've put a rubberband around my camera over the little door to hold the batteries in tightly! Surprisingly, this is working for me! I know it's not an optimal fix, but thought I'd offer the suggestion. (You didn't say what make/model your camera is.)

Could be battery or charger. 1. Buy new battery. Still in trouble? 2. Get new charger Its good to have two batteries
SOURCE: flashing red light on my battery pack charger
Hey, I just had this problem with a Sanyo battery pack (and i thought it was the non-sanyo Li battery) and noticed it wasn't getting warm even 2 hours after "charging" and the red light was flashing - so i turned it off, disconnected the cable from the charger and realised it could go the other way, so tried that AND IT WORKED! i don't know what that cable is called, the 2-prong black cable, but give that a go (turn off in between!).

I was having the same problem and changing to Alkaline batteries seems to have solved the problem. I hope this helps!

Take a nine volt battery and put + to + and - to - for ten seconds and try to charge again if it does not work then you need a new battery.

Some Canon cameras use some of the screws around the perimeter of the camera to serve as a safety switch to prevent activation of the flash if the case is opened. See this article for more info.
