I changed the dc jack, charger and cords, internal battery after my granddaughter dropped the unit. When it powered up I get Cmos default value (f1) and BIOS setup options (f10). Pressing f10 does nothing, not even on start up, I removed all power and external devices with battery and then press the power button to delete any left over power in the unit. Restarted and got the same statement on screen. No mouse or any other items working.
It would be very helpful if you type in the error here.
Thank you
Cmos default value and BIOS setup options
There is a little battery on the motherboard that assists in ensuring that the computer's BIOS (time, boot settings etc) stay the same when you turn your computer off. This battery is small (CMOS Battery). The error message is telling you that it's almost dead or already dead. It is not supplying any power to the computer that's why you are getting an error message. I suggest that you replace your CMOS battery. While it is very easy to replace a CMOS Battery in a desktop, laptops have a different story now. You need to get a technician to replace it. If you know how to do that then you can do it yourself. CMOS battery is cheap.
Thanks, but I have already changed the CMOS battery and get same results.
Go to BIOS and reset to default and save changes. If no go, reset your CMOS battery.

According to Toshiba Support the remedy is to connect the laptop to the ac adaptor and plug in to wall outlet. Then turn it on and leave it on for 24 hours while the rtc battery charges.
SOURCE: laptop not used for some years. could enter bios
I received an IBM laptop with same issue a few months back. The error message due to the drained out CMOS RTC (coin-cell battery), which retains and other BIOS settings.
The system is OK and all you have to do is to get the CMOS/RTC battery replaced by the a professional.
Good Luck!
