Go to Hoover.com and find a local Service Station. They will replace it at no charge. MUST be a warranty location to get it free. Take your sales slip with you.
This is a common problem with the earlier models which had a separate soap tank glued to the clean water tank. The plastic was too thin beneath the valve on the clean water side and would develop cracks. You most likely will need a new one piece tank. ( Part # 42272104)
on the front of the dirty water return tank there should be a removable square plastic piece. Remove the lid and slide that piece out. Replace wth the back end of the hose receptacle. when you return the lid to the top of the return tank, you must roll it on from the front(there are brackets the lid hooks under) to the back and listen or feel or the "click" . Now push the smaller water hose into the receptacle which is located under the hinged door on top of the base. It should be ready to go, now. let me know if this fixesya! I have the same problem with my hoover steam vac, different model but same problem. So I have had it for 2 years and never used the attachments because the thing leaked out the bottom when i tried. So today I tried to find a solution online and found nothing. So I started toying with the thing and found a solution for my model and I hope it will work for everyone else. I don't have a stair attachment so this goes for the upholstery cleaning attachment. I noticed right where my upholstery attachment connects to get soap, there is a second hole that is covered by a white rubber seal when the cover for the connection area is closed. I put a plastic bag, or anything to seal it, into this hole to make a tight seal. Tried the machine and worked like a champ. So Would be nice if hoover supplied a plug for that, but oh well worked for me hope it works for others with a hoover steam vac.
Most manuals can be downloaded from the Hoover Web site. However, if you cannot find your exact model # there should be something close to it. If you can provide your model # and I can check what is available
According to www.vacuumpartstore.com, for model #'s F5903, 5904, 5905, 5906, 5910, 5912, 5914, and 5915, you need Hoover SteamVac Bare Floor Cleaning Attachment (old # 48417003). You can get it at www.amazon.com for $7.99.
If this is a Hoover Steam vac, the turbine which drives the brushes is bad. If not a Hoover, then what is it, they are different, need brand and model number.

The attachment works on the suction from the Hoover Steam Vac and it’s either a straight suction tool or a revolving brush, check the front of the machine to see if the is a switch to turn on and odd, also before you attach the upholstery tool check the end of the hose for suction, it may be that your upholstery tool may be clogged or the brushes are not spinning and a part may be broken. Feel free to check with you local vac dealer or a new or a good used part if you find out what is wrong.
