Pick up the handset and try to manually dial the number (make sure you're dialing a 1 if required). If you cannot, then the problem is with the phone company (perhaps there is a block of long distance calls of some sort). See if you can send to a local number.
You're information is a bit sketchy. Also, print out a transmission report and let me know what the error numbers are.

Well it depends on your fax machine. If its a new version type, you should be able to simply put in the pages to be faxed, and dial the number and it sends it - and if its a long fax, then you can just leave once the fax machine starts to operate. New faxes also allow your to send and receive color faxes, rather than just black and white - pretty sweet. If its an old one, you will probably have to wait for a dial tone. When it makes a ring sound, manually start the transmission, etc, etc. Also, if people send you a fax its also very hard because they will have to do it manually too (even if they're using a new fax machine model). That would usually be your telephone service provider not the fax machine, if it is a business line, the permissions may have been changed. Check with your business communication administrator, or your local phone service provider.

If you have a hand set try to use it as a phone. If no dialing tones are present check the phone line connection. If the fax is well connected there is a good chance that you need a part for the machine.

The 2820 should have a handset. In order to use manual transmission (when you get to hear all the beeps and whistles) you will need to load the document then pick up the handset. then dial the number, when you hear the recieving fax tone then hit the start button.
The 2820 should also have a hook hold button pressing this will allow you to hear the dial tone and the numbers you dial along with the receiving fax tone. If you dont hear anything when you press this button then you may want to use the volume buttons to increase the volume.
Also remember that if you have not picked up the handset or pressed he hook/hold button the unit will use automatic mode, which is to say that all you will do is load the document, dial the number, and then press the start button.
