I had a similar problem with a brand new Rogers Samsung Jack Merlot SGH-i616. In my case I was using an old Rogers SIM card, so I had to use the new one that came with the phone. It must be one of the newer SIM cards for 3G phones. That solved the issue the first time. Several times after that, the same issue kept appearing every few days. All Rogers support would do, was reformat the drive in the smartphone. They told me to hold down the circle in the north or up position then turn on the phone, Then when you are prompted, agree to format it again. After 5 times with the same issue I am returning my phone to Rogers. Good luck with yours.
Older Rogers SIM cards do not work with the new 3G phones, I ran into the same problem. You have to use the new Rogers SIM shipped with the phone. Then you have to call Rogers to activate the phone with the new SIM. And yes this means you have to type in all of your entire contact list, as I had to. <sigh>
