Not sure what it was soaked in, but if you dry it out, your phone may function again. Don't try to turn it on right away; remove the battery. Don't use a heater or anything hot to dry it out. Use compressed air to get as much moisture out as possible. Then put it and the battery in a container of uncooked rice overnight.
Its probably damaged the board in the phone but it may have just gummed up the charging port remove the battery and clean the charging port and the battery contacts and phone to battery contacts using rubbing alcohol and que tips. Hope this helps Chris
