Hi there,
A few reasons for this, faulty heater, broken wire, faulty pressure switch or faulty main control board (the heater relay is on the main control board).
There is no reset for this.
Unplug the appliance and take the rear cover off.
Check the wiring to the heater and thermostat. Give the wires a good tug as they can break internally and look ok.
If you have a multimeter, test the heater, it should read around 25 ohms.
Take the top off the appliance, locate the pressure switch (has a thin tube on it), give it a few good taps with your screwdriver handle.
Finally, take the main control board out (bottom left when viewed from the rear) and one plug at a time, take them off, clean and tighten them, plug them back on.
If everything checks out ok, then it's likely the main control board is at fault.

Error F07 is indicating that the heater relay is stuck contacts could be welded together, or sticking.
Hotpoint recommend a service call be made.
If it is under 5 years old , then it should be covered by parts guarantee.
