I need a subsidy pass for motorola v220

Just been given second hand phone ,inserted my pay as you go t- mobile sim card and its asking for subsidy password or number,what is this ?

It means the phone is locked to another carrier you need to get it unlocked either by a code via a website or take it to someone with a Smart-Clip
