I had the same problem with my 8125, until I saw the posting by: randaleb2002 , I didn't want to cut my power cord but I did have an extra USB cable, I cut the cable in half and striped the red and the black wires, the red is the positive and the black is the ground (negative). I held these to the red and black terminals on the battery for aprox. 3 min. and sure enough when I put the voltage tester on the terminals it read aprox. 3.1Volts and the device powered on I now have the phone charging, and it seems to work great, I also had a battery for the 8125 that I thought was fried I did the process on it however and it to works great,
If you have an extra charger for the phone remove the end take the exposed copper wires hold them to the positive and negative post's on the battery for about 3 minutes and then plug into the normal charger. I know this works I did it to my phone last night.

remove battery check if laptop works fine with ac adapter, if not then download the latest bios version first if fails then replace ac adapter. If laptop works fine with ac adapter. but cannot work with battery alone, download the latest bios then charge the battery for 6 hrs. if still batt not charging then replace batt. but as you mentioned you already replaced the batt and your still getting the same issue. replace motherboard.

batteries perform best after several full charge/discharge cycles. You
can charge the battery in two ways: • Charging the device’s battery by

u can take a usb cable that not being used by any thing . save the end that plugs in to your computer . the end you would plug in to the device you can cut off and you need to use the red and black wires to jump start the battery so it will charge . on your battery you will see the - and + the black goes to the - and red to + can use electric tape to hold the exposed wire to it and plug the other end in to your computer for about a 5 to 10 mins and then put it in your phone and turn it on and charge it .if didnt work you might have to leave it hocked up to the usb cord on the battery longer what i did to mine and it turns on and works fine now had the same problem battery got to low and dead . so phone was froze and wouldnt start
you have to contact T-mobile technical support and have them guide you through programming their internet settings on the phone. although the phone is unlocked the internet settings currently on the phone is for cingular. have them program the same settings as the t-mobile MDA phone (same phone as 8125, shipped for t-mobile)
Make sure you have an original OEM charger for the MDA. Many of the knock off chargers don't provide the right amperage for the device. What happens is that since the phone is completely dead, it can't regulate how many amps the battery should get during the charge and an incorrect charge current won't charge the battery. I'm guessing that someone sold you a Motorola RAZR charger or another knockoff made for the RAZR. This might charge your phone when the battery is working, but not when it's DEAD. Also you won't have luck plugging it into a computer USB cable because, again, the phone can't tell the computer what charge to send and most computers only produce <0.5 amps in the USB port.
Get a charger that states it is an OEM (original eqipment manufacturer) device or one that is specifically designed for the MDA (or Cingular 8125). eBay is full of them.
You need to jump start the battery.. The phone's charging capability is controlled by software (pretty dumb) so without enough juice from the battery it won't charge.
Grab an old USB cable (or other 5 volt source) and cut off one end.. take the red wire and put it on the battery contact on the end with the red plus sign. Put the black wire on the other end. Hold the wires there for about 3 minutes. Be careful not to switch the positive and negative.
Now reinsert the battery into the device, and without turning it on, plug in your charger. the charging light should come on shortly, and just leave it off charging for about an hour before turning it on..
