I had the same problem, the batteries are burned out, I know you can replacements at Home Depot but if you can wait try the interenet.

My charger has a fuse located on the circuit board inside the unit....when mine stopped working, it was the fuse...replaced it and it is working fine for one battery, the other blows the fuse every time....bad battery.

change batteries, your charger should indicate wheather you battery is good or noot on the pause inbetween blinks.

Take a volt meter and test the connections where the
battery comes in contact with charger. If you have no voltage, then the charger
has failed and needs to be replaced.
