biostar A740G-M2+ Motherboard
athlon 64 5200 cpu
2Gb DDR2 800 Memory
ati 4650 512mb vid card
installed new motherboard memory and cpu when i turn on the cpu fan runs but no beeps from bios tried new psu and removed memory still no bios beeping also the graphics card fan does not run seems to be no power going to the card

You have plugged in both both connections for the Mother board The big one and the 4 conductor one for the CPU?

- both the 24 pin main power connector and 4 pin cpu power connector are plugged in the pci-e card does not have its it own power connector the maker of the card says it draws its power from the motherboard socket and every other motherboard ive installed before alway beep once before booting including the pc im sending this problem on ive read on the net that this to show everything is working and diferent sequence of beeps point to certain problems but im not getting anything just the cpu fan running and no vid signal - GuestSolution #1

These more up to date cards have a special PCI-E connector actually on the card which you have to connect to your psu too.
It shouldnt beep if theres no problems
If you cant get video or anything , make sure that the cardrs power conenctor is plugged into the psu
