when i turn to the cartoon channels for my kids the screen blacks out and says TV-Y7 [ ] this rating is blocked i tried putting the code 9999 as the parental code to see if that would work but it did not

I have the same problem.

Since you haven't gotten a response shown here, I have comcast cable and a Daewoo. I am having the same issue and confirmed that all locks are turned off through the digital cable. If you didn't set the parental code, try defaults such as 2211 (which worked on my tv to turn off the parental control) and 3308.
