What do you mean download cd's and dvd's? You don't download them, you
simply put them in the drive and play them. If you purchased a music cd
or a movie dvd that you want to play or watch, then just put it in the
drive. The system will recognize it and automatically open Windows
Media Player for you to play it or you can open it yourself if autoplay
is not active.
Exactly what is it that you are trying to do?
If you are talking about putting a blank cd or dvd into the drive to
copy music or a movie to it, that's another story and will take a while
to explain. You will basically need to make sure your CD/DvD drive can
burn CD's or Dvd's. Then you will need some type of burning software
(later versions of Window Media Player will burn).
Click Start/My Computer and look at your devices. if your DvD/CD Drive
is listed look for RW which means rewritable (it can burn or copy). If
it say DVDrw it can read and write dvd's. If it says CDrw it can read
and write cd's. You can also look on the drive door on the computer
where you would place the cd or dvd. If it says Rewritable CDrw (it
can write cd's) or DvDrw (it can write dvd's). If it says ROM (read
only media), that means it can Read Only and not write.
If the drive is rewritable then the software such as Media Player will
allow you to go find what you want to put on the cd or dvd. You have
two ways of putting things in the software to burn or write. You can
copy and paste, or you can drag and drop.
First check whether you have a DVD writer or not. 1)If you drive is a DVD writer a DVD-RW will be written on top of the drive otherwise it is not a dvd writer...so obviously it will not write a DVD. 2) If the drive is a DVD-RW then you need a burning software to burn diske. Please download any valid burning softwares from the interne such as 'Nero' or 'Power iso' and install the same in your pc to burn dvd.

According to the site below, the drive can burn dual layers discs:
"The 20x DVD multi writer opens up new dimensions for flexible read and
write functions. This high-performance DVD/CD-burner is able to read
your DVDs at a speed of 16x and CDs at 48x. It also brings fascinating
dynamics into play when writing your blank disks. Now it can even write
DVD-R DL two layer media at 12x, while reaching a speed of up to 20x
for DVD+R and DVD-R. DVD+R9 and DVD+RWs are processed at 8x and DVD-RWs
at 6x. And DVD-RAM can be recorded with up to 12x DVD speed. So how
fast can it burn my CDs, you might ask? Even here, with speeds of 48x
(CD-R) and 32x (CD-RW), it’s at the top of its class."
You need to download and install an application that burns (copies) data, video or audio onto DVD's. Such as Nero burning software, roxio etc. You can also use Windows Media player to burn audio onto cd's
