Turn on ignition switch, Choke, prime bulb 5 times (or until fuel flows), hold throttle down and pull starter cord sharply until it tries to start, then place choke in mid position pull cord sharply again until it runs then move choke to off when it will allow it.

Jim, pull the muffler off and check for a blocked spark arrestor screen, or a partialy blocked exaust port. The screen is designed to catch carbon embers and gets plugged up. You can remove it, but cleaning it is a better choice. You can use solvent and scrub, or you can use a propane or mapp torch and incinerate the carbon, or you can just repalce it. On the exaust port look in after you take the muffler off and make sure it is open. You should be able to see the piston go up and down. The port is shaped as a rectangle. You will need to us a scraper ( a small screwdricer is fine), be sure to put the piston up, this will keep the carbon you scrap off from entering the cylinder. Be carfull not to scratch the piston whil cleaning. Then use carb cleaned to was the debris out BERFOE you move the piston to check your cleaining job.
The starter rope should be made of a braided nylon and not the cotton (cloths line) type. It will usually have a red or blue woven in it. A number 4 rope will work fine for your blower.

Your machine has a rotary-valve diaphragm type carburetor. These carburetors typically only have an adjustment for the IDLE speed with an available option to control the main jet with an adjustable mixture needle.

Some have a small adjustment needle in the center pivot of the rotory part, under a brass plug...but most have nothing. Many end users and techs are complaining about the non-adjustable carbs. They are made this way to meet the more stringent EPA emissions codes that are getting tougher each year.
