It sounds as if your Operating system may be corrupt. Reboot the machine and before the Windows Screen comes up hit the F8 key you will see a Windows with several options. Select Load the last known good configuration. If this does not work for you, you may end up reloading from the system restore disks

It appears that the Windows is corrupted on your computer, you can restore the computer back to factory default,to do so, follow the below steps: Turn OFF the computer, now as soon as you hit the power button, keep on holding "Alt" key & keep on tapping "F10" key, i.e Alt+f10, it will open the recovery console, select full factory restore and follow onscreen instruction. NOTE: This will erase all the datas on the computer. If the above steps are not working then I am sorry to say that it is going for repair as the Hard disk might have corrupted.
If this is a thing happening in windows..it may be a bad operation system ..The system is corrupted and does not work proper..Just reinstall it ..If teh thing is about getting to BIOS settings..than try to see what key you hav to press exactly .. if is teh boot menu you want to get to ..than pay attention on what key you have t press at start ..usually it is either F12 ..or F8 or just esc ..and it is indicated on the first screen ..or on the logo screen ..It says press f2 for settings ..and .......for boot menu

Also, you can still boot your system by booting in safe mode. To boot in safe mode, restart your computer and immediately, keep pressing "F8" on your keyboard, a black screen will come up and you will see a booting option, scroll to safe mode and press enter.
Once your system boots up in safe mode, you can restart your system and the problem might be solved.
