How do you know the monitor is the problem? Try your computer with a different good monitor. If it has the same problem then the computer is at fault. If it works correctly then the monitor is at fault. Is this a CRT or LCD monitor? If it is a CRT monitor (with a big picture tube like old TVs) it would probably not be worth repairing. You can buy used ones pretty cheap. If it is a flat LCD monitor you would need to get a repair estimate and weigh that against the cost of a new one. Anything can be fixed but if repairs are more than new what would be the point?

Monitor keeps shutting off and will not come back on unless i shut down the tower....what is wrong with the monitor, do i have to get another one?

With a monitor there a a number of things that may be causing the problem.
Firstly - if you unplug the monitor cable from the computer and start the monitor does it work: (should turn on and give an error message (no video input found or something similar). In this case the monitor is good and something is wrong with the computer.
If the monitor does not work then the monitor is at fault and it is likely the inverter is tripping the power out. that means a component is shorting or it is burnt out. These can be replaced but you are getting close to the cost of a new monitor to replace them.
Please let me know if the monitor is the faulty item. If it is not we can move onto the computer to see what is at fault or I can give you more details about repairing a monitor.

No Fuse...

Above is your manual.
All things are fixable it simply depends on if you wish to spend the $$ to repair.
In my opinion, after that long, the monitor should be replaced, as even if repaired it would still have old components in it, and we find, that once a unit faults, it will usually fail again inside of a year, according to stats too.
So you would be better putting any money for a repair into a new monitor with a warranty...

There is a different coloured band down the side of the sreen

This likely to be one of 2 things. 1: its a fault with your screen, try it on another computer if the stripe goes away its 2: the display card in your computer. if its 1: you will need a new screen. if its 2: you will need a new display/graphics card. neither of these items are normally fixable.

It sound like power on the monitor if it is this what you need to do.

Change the 2SC5707 transistors and electrolytic caps in the inverter
section. Also check the 3A picofuse, and resolder all transformer
pins. Are buy a new inverter board, this brand of moniyor is a Dell monitor.
