Dryer was off, making a "buzzing" sound (like an electric razor). When we opened the door and turned it on..all the lights (start, temp, cycle) started flashing and it was making a chirping noise.

What I did was unplug it for 1 min., plug it back in. Push the "off" button once, then push the off button again and hold it for 10 seconds. This is supposed to reset the computer. It worked for me.

It may be just your timer switch. Look at all the wiring first. The receptacle to the plug, cord and into the back of the dryer.

Your dryer thinks that it is at the end of a dry cycle.
First thing to do is disconect the dryer from the 220v mains and let it sit for about 10 min.
then, spin the timer four or five times around and then stop it at a TIMED dry cycle, not an automatic cycle. (example: 60 minutes).
Plug unit back into the wall.

The drive motor starting capacitor is likely dead. This can be tested if you are competent enough to take the thing apart and use an electronic multimeter. Otherwise it is a cheap part to replace, depending on how much the repair guy charges for labor and to be called out.

The buzzing is a good sign that the motor is bad...
