That cable could be the wake-on-LAN cable, it is used for the connection of the card to the motherboard's wake-on-LAN slot, this is only used if your motherboard supports wake-on-LAN and you want to open your pc remotely from another location. But if don't need remote pc connection you don't need to install this cable.
Is this a vista issue? You may be running into compatibility problems with the drivers. Also, are you following driver installation to the letter? Often, many gadgets require waiting until you install the drivers before you connect the device. Also, try using the previous driver to see if it installs. Or, remove the old driver first and then install.
