Just to clarify, your system works well with USB keyboard but doesn't with PS/2.

PS/2 PORT

There is nothing that can be easily replaced on a motherboard if your PS2 port has malfunctioned. Check your bios, if you have a setting labelled 'legacy mouse/keyboard support' make sure it's set to enabled. You should still be able to install windows while your keyboard is connected to the USB port. If everything checks out in your bios and you're still having this problem, it could be that you're using a USB to PS2 adapter, which causes some computers to glitch. Try another keyboard if you have one handy, it could simply be a compatibility issue with the windows installer.... rare, but I've been caught with it before.

I can't install vista any mouse or keyboard detected

Often times this happens when using a USB keyboard / Mouse.

Or when using a USB keyboard through a PS/2 Converter.

Try using a PS/2 Keyboard if available
(Small Round connector with a small amount of pins, similar to a S-Video connector.)

Also. Access your BIOS settings and assure that you have Legacy USB keyboard support.
Depending on your computer the BIOS / Setup Menu / Options Menu/ Etc. can be accessed by pressing the following key during boot:
F1
F2
ESC
DEL
F12

Let us know your setup(KB and Mouse Port type), and if you have any other issues.

Good luck

Computer will boot but will only displays press sel to enter setup and F12. No lights on PS2 keyboard. Tried USB keyboard no luck. No lights. CPU Fan is running and the hard disk is spinning. CD rom opens...

Try another PS2 keyboard.
Try a USB keyboard with a PS2 adapter.
Try resetting the bios using the jumper on the motherboard.
Try removing all of the dust you can from inside the case, reseating all the components and going through the process again. If you can't get it to recognize that a keyboard is installed and can't get the bios to continue despite the no keyboard error you'll have to replace the motherboard.

Keyboard won't repond during the boot process

The motherboard is clearly perfectly fine, if it tries to start up windows, are you using a USB keyboard? if so try the old Style PS/2 oval or round shaped connector type keyboard and see if that works.
Let me know how that goes so can continue to diagnose the problem.

POST/BIOS does not find keyboard

I do not recall one ever doing that either. Why couldn't you get into the BIOS to check to make sure that the settings are on for USB. I do not understand why you can't get into the BIOS. That is the way that I have always done it. Strange how it can boot into windows. You must have the settings set so it will boot up without user name or password.
I have been doing computers for six plus years and I do not understand that one either. I am exhausted with solutions at this point. I am sure that is not the answer you wanted but I am as stumped as you are.

Bios does not find PS2 keyboard/mouse

Did you go into the BIOS and set it to recognize the USB Keyboard after you reset the BIOS? Is windows not noticing it or the BIOS. You stated that it recognized the USB keyboard and then said that it did not.
What does all of this mean? USB keyboard does not activate "del" setup.

If it does not work, it is because you reset the BIOS and did not change the settings back for the USB keyboard.

I hope that I fixed your problem.
