I have a 96 Cavalier and my passenger side low beam does not turn on (high beams OK) & my horn doesn't work either. I've replaced the bulb with no luck. Any suggestions?
The light socket itself could be bad. If you turn on the lights and put a meter on it you can verify there is power at the socket. If not you still have to trouble shoot some more. No power at socket could be wiring that went bad or melted but you will have to remove the socket and test the wires themselves. No power at the wire bare ends you have to go back to the fuse distribution and check that. Low voltage sucks for this very reason. good luck.

sounds like the problem is the dimmer switch, get a price on the dimmer switch. If you have to, get one at a junk yard . It's cheaper.

your in for a real treat.... i had a similar problem with mine, the stock gm wiring is terrible, your best bet pull the wiring apart in the front of the car and inspect each wire splice they tend to corrode and once it gets to a certain point it wont allow any electricity to pass, i ended up rewiring the entire headlight system myself. you can get the wiring diagram from the haynes manual. good luck

The blinking light is telling you that you have a headlight out, if you look the service light should be coming on when the light stops blinking.
Replace the head light and all should be fine.
