For this you need to call BSNL service provider. its customer care service is free of cost. After they enquire you about your mobile phone information, they will send you a setting which you have to save on your phone. And you will be able to use GPRS after its activation.
Please activate a gprs services in your mobile and get GPRS settings on your phone from your service provider. If you want settings then please let me know which is the service provider you are using and which is the GPRS plan you have activated and i will provide necessary information for HTC P3450 as it is not compatible for automatic settings so you have to do manual settings in your mobile.
