You will need to restore the phone, but this will wipe all the data on it

Using iTunes, connect the iPhone to the original computer it synced with. Once it is connected to iTunes, it should unlock. You should now be able to change the code.

If you do not have access to the original computer it synced with, you can connect it to iTunes on a different computer and click "Restore". This will unlock the iPhone. This will also delete all data, though.
