The only way you can tell if the upper rack is not getting enough water is to turn a glass right side up in each corner. then run for 2 minutes and see if there is water in each cup. if you still dont get water, then you have checked the pump, the only thing left is that you are not getting enough water into the unit. start the d/w at a normal cycle, let it fill and go into the wash cycle, takes about 3 minutes, then check to see if the water level is just below the heating element. if so then it has to be the wash pump being plugged. if not enough water then you should change the water inlet valve. some times they do get plugged but also make sure you are getting full water pressure to the unit as that could cause not enough water into unit. the faucet under sink could be at fault i have seen valve work but not let enough water in, so dont be surprised if you need a new valve.

Check the shaft of the impeller, the plastic shaft might be broken, it was the problem with mine. To get to the impeller you have to remove the filter at the base of the diswasher and after you will see the screw that hold the impeller assembly in place, unscrew it and you will see right away if it is broken, Good luck

Most likely cause of not getting enough water pressure to top rack is the water diverter may be faulty.
Depending on the model - it is a small ball floating in a vertical channel which alternately opens and closes the bottom and top water inlets to the spray arms. Check part at Repair Clinic after selecting make & model of your dishwasher.
Possible that the motor impeller has good particles in it, causing poor water pressure, which would be most evident on the top rack. You would have to remove the spray arm, then the filter, then the torx screws to get at impeller....unfortunately, that model of dishwasher isn't the greatest in the first place for washing, since it only has the one spray arm.
there is a chance that the main washer motor is not supplying enough water to the upper spary arm.the possibilty that there is not enough water in the bottom of the unit during the time it fills up would cause this problem check your water pressure.if this is good then the main wash motor may need to be change
Check the riser tube coming from the pump assembly and be sure it isn't blocked or that something else isn't obstructing the pump intake area. Make sure the upper wah arm assembly isn't excessively loose on the spindle and losing pressure because it's leaking. You may have to remove the lower rack, lower wash arm and cover to see.
If everything is clear, it could be a worn or damaged pump impeller. If the machine drains normally, it's not the motor.
Check to see if the top rack wash arm water fitting is mating with the outlet on the back inside of the machine and the spinning was arm. This fitting can become displaced causing the water from the pump to just spray out into the washer and not clean the dishes on the top rack. it's usually just a matter of re-positioning the fitting and making sure it's connected to the top rack spinning wash manifold.
Without the model number of your Maytag number, I can not determine if when you order a wash pump motor you also get the impeller.
Sounds like you are on the right path to getting your dishwasher to wash dishes again.
Oh, while you have the dishwasher open, check that the heating element has not failed using a Multimeter.
Hi: I just posted a similar problem, but found a solution. After taking the arm, etc. apart (and verifying no blockages), I thought maybe the lack of water pressure was being caused by the fact that there are TWO holes for the top spray arm (higher and lower rack setting) on my model. ie. that water was being forced out of both holes, causing a drop in water pressure, which was causing the top spray arm to stop spinning. I plugged the unused hole with a wine bottle cork (to keep the water from spraying out the unused hole), and voila, it now works.
only the top rack isnt getting clean? there is a little plastic
circle in the middle of the bottom of the upper spray arm. turn it
counter clock wise to pull the upper spray arm from the upper rack.
make sure that isnt clogged and the spray holes are not clogged.
the piece that the bottem spray arm plugs into and
runs along the back wall of the tank to the top is called a feed tube.
pull the bottom spray arm out. now you can see the part of the feed
tube that feeds the upper spray arm water. does it pop out freely and
easily? if so then you need a new feed tube, if not then its most
likely your not achieving the right water level or your impeller
connected to your circulation pump(motor) is clogged not supplying
enough water pressure to travel up the feed tube to spin the upper
