The only way you can tell if the upper rack is not getting enough water is to turn a glass right side up in each corner. then run for 2 minutes and see if there is water in each cup.
if you still dont get water, then you have checked the pump, the only thing left is that you are not getting enough water into the unit.
start the d/w at a normal cycle, let it fill and go into the wash cycle, takes about 3 minutes, then check to see if the water level is just below the heating element. if so then it has to be the wash pump being plugged.
if not enough water then you should change the water inlet valve. some times they do get plugged but also make sure you are getting full water pressure to the unit as that could cause not enough water into unit. the faucet under sink could be at fault i have seen valve work but not let enough water in, so dont be surprised if you need a new valve.

I understand your dishwasher is not cleaning properly. Will the spray arm rotate freely or is it damaged? If so, you might have to remove and replace the spray arm assemblies. The top spray arm typically starts to function when the unit is in rinse or wash cycle. If for some reason the top rack is not getting clean, there is a possibility that it is not working properly. The top spray arm is either blocked by pots/pans or not enough water pressure is being pump meaning that the flow of water is not making it to the upper spray arm. If you tap the delivery tube that feeds this nozzle and the water pressure jumps immediately, then the problem may lie with a faulty pump or impeller. Your water pressure is not high enough in the dishwasher to wash the dishes on the top rack. The most common reason is that the pump in your dishwasher cannot pump fast enough to keep the water pressure up. That is because the shaft that drives the pump impeller also drives the macerator cutter that grinds up bits of food fine enough for it to pass through the screen and out to the drain. Over time, small bits of bone, broken glass, eggshell, and other items that are too strong to be cut up by the cutter end up sitting in the area where it has to spin, and they prevent it from spinning fast enough to pump enough water to the top rack with any pressure. It is simple enough to repair. You need to take out the racks, remove the bottom arm and clean out the little macerator. Once that is done, it should work great again.

TOP RACK NOT CLEANING DISHES


Possible that the motor impeller has good particles in it, causing poor water pressure, which would be most evident on the top rack. You would have to remove the spray arm, then the filter, then the torx screws to get at impeller....unfortunately, that model of dishwasher isn't the greatest in the first place for washing, since it only has the one spray arm.

there is a chance that the main washer motor is not supplying enough water to the upper spary arm.the possibilty that there is not enough water in the bottom of the unit during the time it fills up would cause this problem check your water pressure.if this is good then the main wash motor may need to be change

I had the same problem and fixed it by disassembling the lower spray arm and return filter, and cleaning all the junk out.
Most dishwashers have 'risers' that bring the water up to the top sprayer or arm located under the top rack. If the recirculating pump is plugged even a little there won't be enough volume or pressure to get the water up there.
Test this by putting a dry muffin pan in the top rack, flat, and running the dishwasher for a bit. If there is no water on the top (or the bottom) either the top sprayer or the sprayer arm underneath the top rack is not getting enough volume.
To fix this you need to clean out the screen and filter, where the water returns to be recirculated. If you don't have any confidence to remove the parts and clean it out yourself, get an appliance repair person to do the job.

Clean on bottom rack but dirty on top


Clean the filter at the bottom of the tub. If it is dirty or clogged the water pressure may not be strong enough to spin the top arm. Make sure also the there is nothing blocking the holes of the spinner arm. If the filter and arm are clear then the pump may be failing.

Dishwasher not cleaning dishes on top rack


Check the riser tube coming from the pump assembly and be sure it isn't blocked or that something else isn't obstructing the pump intake area. Make sure the upper wah arm assembly isn't excessively loose on the spindle and losing pressure because it's leaking. You may have to remove the lower rack, lower wash arm and cover to see.

If everything is clear, it could be a worn or damaged pump impeller. If the machine drains normally, it's not the motor.

Top arm not spinning


only the top rack isnt getting clean?
there is a little plastic circle in the middle of the bottom of the upper spray arm. turn it counter clock wise to pull the upper spray arm from the upper rack. make sure that isnt clogged and the spray holes are not clogged. otherwise....

the piece that the bottem spray arm plugs into and runs along the back wall of the tank to the top is called a feed tube. pull the bottom spray arm out. now you can see the part of the feed tube that feeds the upper spray arm water. does it pop out freely and easily? if so then you need a new feed tube, if not then its most likely your not achieving the right water level or your impeller connected to your circulation pump(motor) is clogged not supplying enough water pressure to travel up the feed tube to spin the upper spray arm.
